Fire alarm monitoring

In Poland, buildings required to have a fire detection and alarm system must transmit their fire alarms directly to the State Fire Service (PSP). We connect them. The certified FireCom device sends every alarm simultaneously over two dedicated paths, wired and 4G/LTE, without the public Internet. The station at the fire service headquarters acknowledges receipt.

< 10 s

2 paths

How it works

The alarm path from building to fire service

  1. 1

A detector picks up the fire

The fire alarm control panel identifies the zone and passes the alarm to the FireCom transmitter (UTAPiU) on site.

  2. 2

    Two paths at once

The transmitter sends the alarm simultaneously over a wired and a cellular path. Both paths are dedicated and isolated from the Internet.

  3. 3

    Operator's receiving centre

The Orange Polska message switching node confirms receipt to the transmitter and retransmits the alarm to the relevant State Fire Service (PSP) headquarters, again over two paths.

  4. 4

    Receiving station at the PSP

The SOAPiU station in the dispatch room receives the alarm and acknowledges it. The acknowledgement returns to the control panel on site (output PGM1).

  5. 5

    Incident and turnout

At headquarters integrated with the SWD-ST command support system, the station creates the incident entry automatically. The WERG module gives the crew building data while still en route.

Transmission paths

Two paths, both isolated from the Internet

Every alarm travels simultaneously over two physically separate paths, encrypted with a key unique to the site. If one link goes silent, the alarm still arrives over the other, and the path failure goes to the operator's fault receiving centre, not to the PSP screens.

Path 1 · wired

Dedicated IP MPLS network

  • Private VPN in the Orange Polska backbone, with no Internet interface
  • FTTH fibre or Ethernet, type 1 link
  • Continuous path monitoring, loss of path reported as a fault (class T5)

Path 2 · cellular

GSM 4G/LTE in a dedicated APN

  • Dedicated APN with no Internet access, SIM cards bound to the devices
  • Physically independent of the wired path, type 1 link
  • Continuous path monitoring (class T3)

Legal basis

Who needs fire alarm monitoring?

The obligation to connect the fire detection and alarm system to the PSP headquarters follows from Article 5 of the Polish Fire Protection Act and § 28 of the Regulation of the Minister of the Interior and Administration of 7 June 2010. Technical requirements for transmission paths and equipment are set by the Regulation of the Minister of the Interior and Administration of 20 June 2007. The connection method is agreed with the relevant district or municipal State Fire Service commander.

Obligation to connect to the PSP

The obligation covers, among others:

  • retail and exhibition buildings above the thresholds set in the regulation
  • theatres, cinemas, museums and entertainment halls
  • hospitals, sanatoria and hospices
  • care homes and facilities for people with disabilities
  • metro stations, railway stations and airports
  • archives designated by the Head of the Polish State Archives

We also use FireCom in critical infrastructure: energy, defence, fuel depots, water supply, data centres and transport, where the alarm often goes to the site's own control room.

Certificates

A CPR-certified device

The FireCom transmitter holds certificate of conformity 1922-CPR-2083 to EN 54-21:2006 and EN 54-4, issued by notified body no. 1922 “Dedal”, and a declaration of performance. The FireCom System with the SOAPiU receiving station is undergoing assessment for a Polish National Technical Assessment and a CNBOP-PIB certificate of admission.

FAQ

Frequently asked questions

Is connecting the fire alarm system to the PSP mandatory?

Yes, for buildings that must have a fire detection and alarm system. The obligation follows from Article 5 of the Polish Fire Protection Act and § 28 of the Regulation of the Minister of the Interior and Administration of 7 June 2010. The connection method is agreed with the relevant district or municipal State Fire Service commander.

How quickly does the alarm reach the fire service?

In the FireCom System the alarm reaches the PSP receiving station in under 10 s on average (class D4) and within 20 s at most (class M4), counted from the moment the control panel passes on the signal.

What happens if one of the transmission paths fails?

The alarm arrives over the other path, because both transmit every alarm simultaneously and independently. Loss of a path is detected and reported as a fault to the operator's fault receiving centre (COSU), not to the PSP dispatch room.

Does FireCom work with our fire alarm control panel?

The transmitter connects to the relay outputs of a control panel from any manufacturer, or via an RS485 bus using the ESPA 4.4.4 protocol, which also passes the zone number. Outputs PGM1-PGM3 return alarm acknowledgement and link status to the control panel.

Who operates the fire alarm monitoring system?

The operator of the fire alarm monitoring system in the FireCom System is Orange Polska S.A. The solution is supplied by F&K Consulting Engineers as a partner of Orange Polska.
